			<content:encoded><![CDATA[<p></p><p>U.S. airlines must adjust fuel-drain systems in 258 Boeing 747s at a total cost of $10.2 million to prevent leaks that could result in fires, regulators said.</p>
<p>The Federal Aviation Administration said it will propose the action in the <a title="Open Web Site" rel="external" href="http://www.ofr.gov/OFRUpload/OFRData/2011-14697_PI.pdf">Federal Register</a> tomorrow after receiving a report of fuel leaks in the leading edge of a wing in a 737 plane. The affected 747s have a similar design, the FAA said.</p>
<p>Airlines have five years to complete the adjustment from the time the FAA makes its proposal final, according to the notice posted today. Airlines have 45 days to comment.</p>
<p>The FAA said it issued a directive in 2009 to address the fuel-drain issue in 757 aircraft and is considering rulemakings for 737 and 767 planes.</p>

<p>Qantas senior communications adviser Sophia Connelly said the aircraft was diverted as a safety measure.</p>
<p>&#8220;Approximately one hour past Nadi, the flight crew received an indication that a fuel valve was faulty and elected to return the aircraft to Nadi to rectify the issue,&#8221; she said.</p>
<p>&#8220;Passengers were accommodated overnight and the flight left for New York via LA this (yesterday) morning.&#8221;</p>
<p>The Qantas flight QF107 had 375 passengers and 22 crew on board the aircraft.</p>
<p>Airports Fiji Limited general manager airports Lawrence Liew confirmed the incident. He said passengers were billeted at hotels around Nadi for the night.</p>
<p>He also said a second Qantas 747, 400 arrived at 3.45am yesterday and picked up the passengers to continue their journey to LA, departing at 11.15am.</p>
<p>&#8220;Engineers are now repairing the engine on the Qantas Boeing 747.</p>
<p>&#8220;Once repairs are completed, it will be flown back to Sydney,&#8221; he said.</p>
<p>This is the second mishap for Qantas this year involving a Boeing 747 aircraft, after a takeoff from Sydney last week was aborted when an engine burst into flames on the runway as the aircraft was powering up for take off.</p>

<p>﻿Concerned about potentially hazardous takeoff problems affecting the Boeing 747-400, U.S. air-safety regulators have proposed mandatory fixes to ensure the jumbo jets will climb properly.</p>
<p>The FAA is acting after flaps on a 747-400 with Rolls Royce engines automatically retracted during takeoff, it said in an Aug. 5 Federal Register notice. A faulty signal from the engine’s control unit led to the retraction, which can impair a plane’s ability to take off, the agency said.</p>
</p>
<p>The proposed order would cover 98 U.S. aircraft and cost airlines about $85 per plane, the agency said in the notice. Boeing on Jan. 12 recommended modifying the 747-400 aircraft with engines made by  GE<a class="web_ticker" title="Get Quote" href="http://www.bloomberg.com/apps/quote?ticker=GE:US">.</a> and  Pratt &amp; Whitney, which use the same signal design as the Rolls-Royce models, the FAA said.</p>
<p>The agency said the unsafe condition may result in “reduced climb performance” and cause a “collision with terrain and obstacles or forced landing of the airplane.”</p>
<p>The modification, described as not a “significant regulatory action,” will cost about $8,330 for the industry, the agency said.</p>
